Experts to help in formation of Act for preservation of Narmada valley fossils - Times of India

INDORE: After laying the foundation stone for National Dinosaur Fossils Park at Bagh in Dhar district of Madhya Pradesh, the focus now has been shifted to the reparation of a draft to provide a legal framework for conservation and protection of valuable fossils along the Narmada Valley.

On Monday, Professor Emeritus of Centre for Advanced Studies in Geology and an international expert on dinosaur fossils Dr Ashok Sahni and Professor at Department of Geology, Centre of Advance Studies of Delhi University and a noted expert of fossils, GVR Prasad gave their consent to be part of the law drafting committee that will prepare a legal frame work f or conservation of fossils in the state.

The chief conservator of forests (CCF) P C Dubey told TOI confirmed about the views of experts in drafting the law. "Now the forest department will send a proposal for forming a committee under the chairmanship of Prof Ashok Sahni for preparing a draft of Madhya Pradesh Fossils Preservation Act."

The proposed committee will take views of all the stake holders including mining, geology, revenue and forest departments to prepare an Bill in the interest of all and above all in interest of conservation of fossils.

Ashok Sahni said law should be practical and simple. "What is the point in making stringent laws that cannot be implemented?" he quipped adding that if some fossils are found at mining sites then there should be provision in which it be preserved without affecting mini ng.

Experts said if law makes provision for closure of mines, removal of habitat and restricting access to limited person in the area where fossils are found then it will defeat the purpose as no one will report about presence of fossils. Law should have provision in which there is defined process of transit of fossils from say mining site to some safer place.

CCF (Research & Extension) Pankaj Shrivastav, who had prepared basic draft of Madhya Pradesh Fossils Preservation Bill said deliberation of expert is required to refine the bill in which they define what is needed to be included and what should be excluded. Laid out a process of transit of fossils and clarify the person/institution and process of research. Beside a committee at district or block level can be formed with representatives of concern department for supervision and conservation of fossils. It can have a nodal officer like fossils preservation officer who take charge of fossils in case of its occ urrence at some mining or other site.

Additional PCCF (Wildlife) Jitendra Agrawal during workshop on launch of National Dinosaur Fossils Park has said that association of experts of international stature help in making an effective law. He added that MP was first state to prepared Bio-diversity Act with the help of experts of national and international stature. Later union government also formulate a National Bio-diversity Act.

He said act prepared for conservation of fossils in state with help of national and international expert may lead to formation of similar act by union government which will conserve fossils of entire country.
