Hyderabad game for levy of congestion tax - Deccan Chronicle

Hyderabad: The government has been mulling over levying a congestion tax on private vehicles, which may anger citizens, but according to a recent survey, citizens might actually support such a move.

Almost 50 per cent of Hyderabadis who participated in the recent study want the congestion tax on private vehicles to be levied to discourage their use. However, the city also had the highest proportion of people who felt that development should be given priority over environmental conservation.

In what should make civic authorities sit up and take notice, Hyderabad is also the only city where people saw deterioration in all aspects of the environment. A study was recently conducted by The Energy and Resources Institute (Teri) in six metropolitan cities in the country to assess people's perceptions about environment in their cities. The study, Teri Environmental Survey 2013, asked respondents to respond to six themes — overall environment, air quality, water quality, green cover, waste management and climate change.

Hyderabad was the only city where respondents sensed deterioration in all these areas. People in every other city saw improvement in at least one of these six themes.

Hyderabad was the only city whose citizens (60 per cent) felt that drinking water quality and availability has worsened. The report noted in its summary, "In terms of drinking water quality and availability, there is a perception that it has improved in all cities barring Hyderabad, where the respondents felt it has worsened. Surface water quality is seen to have worsened in all cities apart from Mumbai.

Also, about 53 per cent of the respondents in the city felt that government should prioritise development. Like in all the other cities in the survey, respondents in Hyderabad felt air quality levels had worsened, and supported public transport.

People for better public transport

Hyderabad: About 67 per cent of the respondents to the survey by The Energy and Resources Institute (Teri) in six metropolitan cities in the country to assess people's perceptions about environment in their cities felt that public transport infrastructure should be enhanced.

Most people also felt that waste should be segregated at source, but surprisingly, 45 per cent weren't willing to segregate their waste at home. 'Moreover, they felt that even if they did segregate waste at the household level, the garbage is mixed once it is taken out of the house,' the Teri survey noted in its assessment.
