The authority plans to use the land pooling scheme to promote sustainable development along the Outer Ring Road corridor, while safeguarding the interests of the land owners.

Hyderabad: The Hydera­bad Metropolitan Development Authority (HMDA) is preparing its development plan for 2031 across the Outer Ring Road corridor, which covers nearly 35 mandals in four districts — Hyderabad, Ranga Reddy, Medak and Nalgonda.

The authority is planning to take up Pilot Land Pooling Scheme on an area of 250-300 acres within a one-km area, close to the Outer Ring Road Growth Corridor.

As per the master plan, it is proposed to prepare the development to urbanise areas through the Town Planning scheme, but the final decision on the new layout is yet to be done.

To promote efficient, sustainable development in these areas, land pooling scheme as a mechanism to pool the land and to pave way for planned development of urbanised areas as per the notified Master Plan will be used.

Elaborating about the scheme, planning officer of HMDA Zia Uddin said that "land pooling scheme will give an opportunity to the owners of the lands to participate and to become partners in this development. It is good for both HMDA and the land owners".

He added, "Usually, people think that they lose their lands to the authority under the pooling scheme but HMDA assured them that it will take care of their lands and not deprived of their land and their livelihood would not be affected."

"According to the land pooling projects, land owners can contribute some of the part from their land for the project, like for common roads and amenities area, in return they can get greater utility and value for the remaining portion through better access, improved public facilities and infrastructure," the officer said.

If someone loses the land, they will get the developed land with access in same proportion. The scheme is broadly self-financing and can be implemented with willingness of the majority of land owners as detailed in the guidelines.

The interested land owners are requested to submit their willingness in the form of expression of interest to the metropolitan commissioner, HMDA, in the prescribed format by September 16, 2013.
